The project

Around five million European Union citizens live in the EU outermost regions, located in the Atlantic and in the Indian Oceans, in the Caribbean Sea and in South America. While these regions are an integral part of the European Union, they face major challenges due to their remoteness, insularity (for most of them), small size, topography and vulnerability to extreme weather events.

Developing a project for empowering youth opportunities –in particular YOUTH4ORs– is one of the actions envisaged in the strategy.

YOUTH4ORs draws inspiration from the European Year of Youth (2022), which emphasized the importance of listening to, involving, and supporting young people to become active citizens.

YOUTH4ORs will provide financial support to youth-led actions in the outermost regions through the launch of two calls for actions. Young people, either as individuals or as teams, and organizations working with young people are invited to propose actions to improve their local communities or regions and foster development – on any issue or any topic that they think is important.

The YOUTH 4 OUTERMOST REGIONS project is co-funded by the European Union and implemented by SERN. SERN is a European network of regional stakeholders committed to developing a culture of social and economic innovation.

Regional supporting network

Mojo de Caña association works in different Canary Islands, fostering social inclusion, community participation, equity, and equality. We work with youth, children, families, and elderly, who are in risk of social exclusion, urban and rural areas, using non-formal education, outdoor education and healthy leisure time. 

Since 2009, Teatro Metaphora has been a non-profit enriching social skills and personal development via art, international projects, and environmental initiatives, promoting creativity and ecological involvement.

The Youth Association of Terceira Island (AJITER) is a non-profitable organization based in the Terceira Island of Azores. Its main objective is to work actively to promote local development at the social, cultural and economics levels with a focus on youth.

Founded in 2018, Influence Outre-Mer stands out as the network for overseas professionals. Driven by the values of exchange, sharing, and solidarity, the association supports its members in the development and fulfillment of their professional lives.

The ACCD’OM (Association of French overseas territories’ governing bodies) founded in 1991 under the impetus of a group of Mayors from the French overseas territories, currently counts over 120 members. Spread across all the outermost territories (OR and OCTs), the members represent more than 80% of the population of these regions.
