Cultivating a New Generation of Young Changemakers for Inclusive and Sustainable Growth

The project

The European Union’s outermost regions, characterized by their remoteness, small size, susceptibility to climate change, and insularity, have long grappled with unique challenges. On May 3, 2022, the European Commission introduced a transformative strategy through the Communication “Putting people first, securing sustainable and inclusive growth, unlocking the potential of the EU’s outermost regions”. This forward-thinking approach is designed to prioritize the well-being of the five million inhabitants of these regions and stimulate sustainable recovery and growth.

At its core, this initiative seeks to address the issues faced by young people in these regions. Empowering the youth in the Outermost Regions is essential for fostering a more promising future. This aim for youth empowerment draws inspiration from the European Year of Youth (2022), a significant turning point in this regard, emphasizing the importance of listening to, involving, and supporting young people to become active citizens and feel a strong sense of belonging. It is further bolstered by the European Year of Skills (2023), a crucial component in the journey towards youth empowerment, by equipping young people and opening the doors to quality job opportunities.

Youth4OutermostRegions aspires to contribute to the EU’s effort of youth empowerment by providing financial support to youth-led actions based in the Outermost Regions through the launch of two call for actions. Young people, either as individuals or a group, and youth associations will be invited to propose actions to address the issues they identify in their territories and local communities.

Regional supporting network


A European network of regional stakeholders committed to developing a culture of social and economic innovation. SERN is a non-profit association with the primary objective of fostering regional collaboration by overseeing EU-funded projects centered around innovation, sustainable development, youth engagement, and the transition to a greener and more digital-oriented society.

Our mission is to foster social inclusion and participation through activities, initiatives, projects, and programs in the areas of childhood and youth, social services, human rights, education in values, environmental education, socioeconomic integration, socio-health intervention, performing arts, interculturality, participation. Citizenship, training and national and international exchanges, and cultural heritage. Our Values are to encourage and promote education in pro-social-altruistic values; gender equality, tolerance and interculturality, solidarity and respect for the environment, associations, and prevention (drug addiction, violence, social exclusion).

Established in 2009, Teatro Metaphora is a non-profit organization dedicated to enhancing personal and social skills through non-formal education, emphasizing the role of art and culture in improving life quality. Their work comprises three key areas:

Environmental Education: They offer diverse activities and workshops on sustainable development, environmental preservation, recycling, climate change, and best practices.

International Engagement: Teatro Metaphora participates in national and international projects under programs like Erasmus+, European Solidarity Corps, and Creative Europe, encouraging cultural exchange and collaboration.

Cultural Contribution: The organization creates and engages in various artistic events, enriching the local cultural scene. Teatro Metaphora serves as a platform for nurturing creativity and promoting values, tolerance, inclusion, and environmental awareness. They actively involve young volunteers in initiatives like “GREEN STEPS” to combat environmental apathy and encourage engagement in environmental issues.

The Youth Association of Terceira Island (AJITER) is a non-profitable organization, created in April 2003 and based in the Terceira Island, a part of the Azores European ultraperipheral region and working for all 9 islands of the region. Its main objective is to promote the youngsters’ integration and active participation in their own communities, in a short concept we define ourselves an organization that works actively to promote local development at the social, cultural and economics levels.

A lot has been during our foundation, 20 years up from now. We have had a social and community intervention in the most varied youth-related areas, ranging from citizenship education, education, and health, risk-behavior prevention, social exclusion prevention, cultural and religious tolerance, environmental education, among other things like promoting entrepreneurial culture and practices and international cooperation.

Influence Outre-mer is a networking association for executives and aspiring executives from the french overseas territories. 

It promotes ideals of solidarity and transmission. We organise workshops, training session and tutorings.

IOM was founded in 2018.

This association aims at better integrating young overseas residents into the professional environment and networking from overseas in the public and private sectors.
